Bolivia facing the post-covid-19 food crisis

Bolivia has structural and political conditions that allow it to be more resilient in the face of the world's food crisis in 2022. Bolivia's economic policy has allowed it to have an inflation rate of 1.79% and growth prospects of 3.9% as of June 2022, a scenario much different from that of its neighbours suffering from high inflation and stagnation. The basis of Bolivian growth is heterodox policies. Food sovereignty is its political positioning for facing the food crisis; it has been successful in Bolivia but is challenging to replicate in other countries.

Latin America in the complexity of transpacific multilateralism

Latin America's trade with the Indo-Pacific region has become more dynamic in the last decade. It occurred by the emergence of China as an economic power and by the efforts of Latin American integration mechanisms. During this period, LAC exports to the European Union decreased, and those to the United States slowed down. For Latin American and Caribbean countries, the shift from the centre of the world economy to the Pacific basin means the opportunity to decrease their historical dependence on the West and the North Atlantic.

El comercio de América Latina con la región del Indo-Pacífico se ha dinamizado en la última década. Esto ha sido causado por la emergencia de China como potencia económica y por los esfuerzos de los mecanismos de integración latinoamericanos. En este lapso, las exportaciones de ALyC hacia la Unión Europea disminuyeron y con Estados Unidos se desaceleraron. Para los países latinoamericanos y caribeños, el cambio del centro de la economía mundial a la cuenca del Pacífico significa la oportunidad de disminuir su histórica dependencia con Occidente y el Atlántico Norte.

The contemporary international scenario calls for regionalisms that are appropriate to the political reality of states. The construction of a region is not limited to the dominant vision promoted by the West and the European Union (EU) model. Eurasian and Latin American integration projects and their transcontinental relationship have become more dynamic recently. The People's Republic of China (PRC) and the Russian Federation are key actors in this process. Contemporary multilateralism is heterogeneous and bipolar.

China will use the Regional Comprehensive Economic Partnership (RCEP) to consolidate its hegemony in the Asia-Pacific. This triumph of regionalism in Asia is a sign of a change in the correlation of forces in the international system; Western multilateralism, driven by the United States, remains in crisis and shows no signs of recovery. The centre of world trade is in the RCEP countries with the leadership of the Asian Giant.

China utilizará la Asociación Económica Integral Regional (RCEP por sus siglas en inglés) para consolidar su hegemonía en Asia-Pacífico. Este triunfo del regionalismo en Asia es un signo del cambio en la correlación de fuerzas en el sistema internacional; el multilateralismo occidental, impulsado por Estados Unidos, continúa en crisis y no muestra señales de recuperación. El centro del comercio mundial en la postpandemia está en los países de la RCEP con un liderazgo indiscutible del Gigante asiático.

En Bolivia existen condiciones estructurales y políticas que le permiten mayor resiliencia frente a la crisis alimentaria que enfrenta el mundo en 2022. La política económica boliviana le ha permitido que, a junio de 2022, tenga una tasa de inflación de 1.79% y perspectivas de crecimiento de 3.9%; un escenario distinto al de sus vecinos.
