This paper seeks to provide an overview of Central America's geo-economic reconfiguration, emphasising energy issues. As of 2019, El Salvador and Nicaragua seem to be leaning towards China. There is a need for investment in infrastructure for the extension, adaptation and diversification of energy sources in the region.

El presente texto busca formar un panorama general de la reconfiguración geoeconómica centroamericana con énfasis en los aspectos energéticos. A partir de 2019, los países de ésta región especialmente El Salvador y Nicaragua, parecen inclinarse hacia China debido a la necesidad de inversión en infraestructura para la extensión, adaptación y diversificación de fuentes energéticas en la región.

B3W el contraproyecto a la Ruta de la Seda

La iniciativa global Build Back Better World (B3W) de EE. UU. ha sido expuesta por el presidente Biden a América Latina como una alternativa al financiamiento chino en infraestructura. Esta tiene la intención de hacer frente al proyecto One Belt, One Road, del Gigante Asiático bajo dos principales líneas políticas.

El enfoque del proyecto B3W está en el desarrollo de las infraestructuras, aunque el G7 ha recurrido a China por inversión para renovar sus propias infraestructuras. China sigue vista por EE. UU. como la amenaza más grande a la seguridad nacional del siglo XXI, en continuación a la administración republicana.

El B3W representa para EE.UU. un medio de competencia estratégica con China, lo cual muestra que al menos en el corto plazo las tensiones y el rechazo a cooperar con el Gigante Asiático serán una constante.

B3W the silk road Counter-Project

The US Global Build Back Better World (B3W) initiative has been exposed by President Biden to Latin America as an alternative to Chinese financing in infrastructure. It intends to tackle the Asian Giant's One Belt, One Road project under two main political lines.

The focus of the B3W project is on infrastructure development, although the G7 has turned to China for investment to renovate its own infrastructure. China is still viewed by the US as the greatest threat to national security of the 21st century, following the Republican administration.

The B3W represents for the United States a means of strategic competition with China, which shows that, at least in the short term, tensions and the refusal to cooperate with the Asian Giant will be a constant.

The Paris agreement, signed in 2015, is so far the most ambitious agreement developed among nations to combat climate change. This agreement seeks to keep the global temperature level below 2°c compared to the pre-industrial levels,

The actions taken by Latin American governments are insufficient to slow progressive climate change. The region will be one of the geographical areas most affected economically and socially by this fact.

Faced with the current climate scenario, developing countries should rethink how much they are doing to fight climate change, because, although they are not the most polluting nations in the world, they will be the most affected by it.

El coste del cambio climático

El acuerdo de París, firmado en 2015, es hasta ahora el más ambicioso desarrollado entre las naciones para combatir el cambio climático. Dicho acuerdo busca mantener el nivel de temperatura mundial por debajo de los 2°c respecto a los niveles preindustriales.

Las acciones emprendidas por los gobiernos latinoamericanos resultan insuficientes para retardar el progresivo cambio climático. La región será una de las zonas geográficas más afectadas económica y socialmente por este hecho.

Ante el panorama climático actual, los países en desarrollo deberían replantearse que tanto están haciendo para luchar contra el cambio climático, ya que, si bien no son las naciones que mas contaminan a nivel mundial, si serán las mas afectadas por ello.

The US war on chinese 5G technology

Despite the change of government in the U.S., the policy and actions taken with respect to Chinese technological containment remain intact, and international pressure continues to prevent Chinese companies from installing their digital transition technology.

The technology war and U.S. fears have had a marginal impact on the Asian giant's relations with Latin America. Some countries have bowed to Washington's pressure against the use of 5G, but most continue to negotiate its implementation.

The challenges that Latin America must overcome to put this technology into operation relate to the lack of infrastructure and the size of the investment.
